Let this Ukrainian crisis be a warning to everyone that to provide security for its citizens, every so-called sovereign state must be able to manufacture these basic items domestically

[4] Rocket-propelled grenades 
[5] Attack helicopters 
[6] Fighter jets 
[7] Bombers 
[8] Aircraft carriers 
[9] Submarines 
[10] Artillery pieces 

It is simply impossible to defend yourself if you have to go and buy such equipment on the international market. For starters, the turnaround time is too long, so the enemy would have long decimated you and gone before deliveries arrive.

If you manufacture these goods internally, however, you can give the supplier strict deadlines that must be met unfailingly. One of the reasons why the Nigerian military has failed so woefully against Boko Haram is because we keep waiting for foreign equipment supplies. 

Every sovereign nation should pride itself in being able to manufacture its own defence equipment. There is no way proud nations like the US, UK, Russia, China, France, Germany, Japan, etc would ever go and buy their defence equipment off anyone else!
