The Asaba Declaration: 10 resolutions I expect the Southern Governors Forum passed at its recent meeting

[1] Every state shall establish a local security outfit along the lines of Amotekun. Robust measures shall be put in put in place to prevent governors using these networks as private armies

 
[2] By 2027, every state must be totally self-reliant and no longer dependent on federal allocation for its survival. On October 1 2027, all 17 southern states will withdraw from the parasitic and beggarly federal allocation regime. We see it as no different from food aid

[3] As from 2022 onwards, every state governor must attract a minimum foreign direct investment of $1bn annually 

[4] By 2027, every state must generate all the power it consumes internally. As a prelude to this, the use of private generators will be banned across all 17 southern states in 2025

[5] Every state must have a 95% literacy rate by 2030

[6] By 2030, every state must have at least one technical vocational college in each of its local government areas 

[7] By 2025, state debt must not exceed 5% of gross domestic product or 10% of internally generated revenue 

[8] As from 2023, every state is obliged to ensure that at least one third of its commissioners and local government chairmen are female 

[9] All 17 states are committed to banning the use of petrol cars on their roads as from 2030. To this effect, efforts will be intensified to attract automobile manufacturers to Nigeria 

[10] Every state must have at least one general hospital in each local government area by 2030
