To prevent Amotekun becoming another primordial ethnic militia or extorting band of political thugs a robust code of conduct like this is needed

(1) Any member of Amotekun involved in armed robbery, kidnapping, political thuggery, rape or acts of violence will be sacked immediately and handed over to the police for immediate prosecution

(2) Amotekun members must not belong to any political party. Before joining up, applicants must resign their membership of any party they belong to

(3) Nobody with a criminal record or with a pending criminal case before the courts or police will be accepted as an Amotekun operative

(4) Amotekun will not accept donations from politicians or directly from state governors. Funding must come from monthly state subscriptions. Any payment received from corporate bodies must be made public with an official receipt issued

(5) Amotekun must publish monthly financial statements and quarterly budgets on its website, detailing income and expenditure. An external auditor must be appointed to go through these accounts

(6) All Amotekun operatives must be barred from participating in primary, local government and general elections in any shape or form. Laws governing their neutrality must be similar to those governing traditional monarchs

(7) Collecting bribes or extorting money from members of the public must lead to immediate dismissal of any Amotekun operative. An internal affairs unit, kind of similar to the military police will be created to monitor units and carry out periodic checks

(8) Members must be sent on quarterly training courses on customer service and courteous behaviour. This should involve them spending time on industrial attachments at organisations such as banks and other public facing bodies

(9) State governors and politicians will not be able to deploy Amotekun operatives. It’s chief commandant, who will be a retired police or military officer will be the one responsible for all operational matters. Politicians will have no operational control over the day-to-day workings of Amotekun

(10) An Amotekun Complaints Bureau will be established to entertain petitions and complaints against its members. Operating like an industrial court, it will recommend disciplinary action against any erring member found guilty of misdemeanours. Hate speeches against members of other ethnic groups for instance will be considered a serious offence
